First of all, I would like to wish everybody a happy 2014!! New year, new goals and one of mine is to write my posts not only in Spanish but also in English in order to get more comments and readings.
This first post of the year will reflect about some results of the «Barómetro Fiscal 2012» (Fiscal Barometer, 2012) of the the Institute for Fiscal Studies that was published by the end of 2013. This edition contains a group of (non permanent) questions that try to assess the Efficiency of the Spanish Multilevel Government. This topic is, sadly, absolutely in fashion at economics affairs. What the barometer is referring to is not the efficiency of the public sector in economic terms, but the social perception of the distribution of powers among levels of government. Do you agree with the current Spanish decentralization system? Do you think is it efficient?
In the near future, it will take place in Spain a new tax reform but most probably, citizenship´s opinion won´t be asked. Fiscal barometer´s results shows us important lessons on what should not be done regarding the distribution of taxing powers among levels of administration.
According to the data of this study, four out of ten Spanish citizens (40.5%) believe than «The Spanish State together with the Autonomous Communities provide the necessary welfare at an acceptable cost». In this sense, it seems that most of survey respondents find the current distribution of spending and taxing powers efficient enough to satisfy their needs. However, maybe the answers of the following questions prove how the Spanish society could prefer more centralization in the provision of public services.
As shown in next chart, citizens were also asked about the territorial configuration of the State. In this case, 42.7% of survey respondents prefer «reducing autonomous responsibilities and centralizing some basic public services». These data may be suggesting that-such as current Spanish Multilevel Government is designed- almost half of the Spanish population thinks that there is a lack of equity with the decentralized provision of certain essential services, such as health care and education. En primer lugar, me gustaría desearos a todos un ¡Feliz año 2014! Año nuevo, nuevos propósitos y uno de los míos es el comenzar 2014 redactando posts en inglés y castellano para poder llegar a más lectores y obtener así más comentarios y lecturas.
El primer post de este año hablará sobre algunos resultados del, por fin ha sido publicado, Barómetro Fiscal 2012 del Instituto de Estudios Fiscales. Este año el bloque variable trata la Eficiencia del Estado Autonómico español, tema muy en boga en los asuntos económicos de nuestro país. Pero en este caso no estamos hablando del término «eficiencia» desde el punto de vista económico, sino la percpeción social de esta eficiencia según la percibe la ciudadanía española: ¿Cómo de eficiente es el Estado Autonómico para la ciudadanía española? ¿Es apropiado el actual Estado de Autonomías español con respecto a su coste-beneficio para la sociedad? ¿Está de acuerdo con el actual sistema de descentralización autonómica?
Estamos a un paso de una nueva reforma autonómica, pero probablemente nadie va a preguntar a la opinión pública. Por tanto, estos resultados pueden aportar un punto de vista interesante a este respecto.
Según los datos de este estudio, observamos cómo cuatro de cada diez ciudadanos españoles (40,5%) consideran que «conjuntamente el Estado central y las Comunidades Autónomas ofrecen el bienestar necesario a un coste aceptable». En este sentido, pareciera como si la mayoría de los encuestados estuvieran de acuerdo con la eficiencia del actual Estado autonómico español, pero sin embargo en sucesivas preguntas del estudio, parece desprenderse cómo los encuestados se decantan hacia una mayor centralización de los servicios básicos.
Tal y como se muestra en la siguiente tabla, también se les pregunta por la configuración territorial del Estado y el 42,7% de los encuestados prefiere «reducir competencias autonómicas y centralizar determinados servicios básicos». Estos datos quizás pongan de manifiesto el que casi la mitad de la población, tal y como está diseñado el actual sistema autonómico, cree que hay una falta de equidad con la provisión de servicios públicos básicos descentralizados como la sanidad o la educación. ¿Estáis de acuerdo con esta apreciación?
Y vosotros, ¿qué opináis? ¿Creéis que son eficientes nuestras CC.AA? ¿Se tiene suficiente información acerca del gasto que se realiza en ellas? ¿Realmente se tiene suficiente información sobre a qué nivel de gobierno corresponde cada servicio público o prestación social que recibimos?
